Monitoring, Learning and Evaluation
CARD specializes in quick concurrent, mid-term, end evaluations, physical and financial Monitoring of various development programmes. It has continuously been working as state/ zonal level monitoring agency for Ministry of Rural Development, Government of India for regular monitoring of its centrally sponsored schemes of rural development for the period between 2003 and 2007. It was associated with nationwide network of MoRD monitoring agencies and conducted district level monitoring of all centrally sponsored schemes of Rural Development and social welfare. The schemes monitored were Rural Development schemes (SGSY, SGRY, IAY, Watershed- IWDP and DPAP), Water & sanitation (ARWSP, TSC and Swajaldhara), National Social Assistance Program schemes (NFBS, NMBS, and NAOPS) in the states of Madhya Pradesh and Chhattisgarh. We have given a new dimension to monitoring process by adopting participatory monitoring system rather than practicing the policing system. The other regular partners in Evaluation Studies include; the Planning Commission, Ministry of Environment & Forests, Government of Madhya Pradesh and Chhattisgarh and various International donor agencies.
The main objectives of monitoring assignments
- To maintain the flow of authentic and reliable information about the performance of the programmes of Ministry from the district level to the Central Ministry level,
- To obtain qualitative feedback about the implementation and policy environment at the district level in order to remove bottlenecks in the implementation and make it more effective,
- To check and verify the physical achievements reported by the district level implementation agencies the evaluations are generally carried out to make an objective assessment on how the project activities are going, how well the participants are doing and what effect it is having on intended beneficiaries. The outcome is used to improve the performance.
CARD was acting as State level monitoring agency for Rajeev Gandhi Watershed Mission, Department of Rural Development, Government of Madhya Pradesh during 2006-09. It was directing and coordinating with 16 district level Monitoring agencies, all independent NGOs for State level quality monitoring (SQM) of all watershed programs (IWDP and DPAP) in the state. It was associated with Department of Animal Husbandry, Government of Chhattisgarh and Madhya Pradesh for setting up Monitoring systems (2005-08).
CARD was empaneled with MoRD for verification of Nirmal Gram Purskar awardees and had conducted annual verifications during 2006 and 2012. We have verified more than two thousand gram panchayats in the states of Gujrat, Maharashtra, Uttranchal, and Madhya Pradesh.
