Monitoring and Evaluation Framework
CARD has nominated a senior staff level committee to overall monitor the MKSP project at the Bhopal level. This committee consists of the Chief Functionary, General Secretary, Treasurer, and Regional Representative (East). Further at the district level the District Coordinator, and a Senior Research Officer (from HO) will provide the overall leadership and guidance to the project team. This is besides the senior team Leader. This team along with community representative would finalise the community operational manual. We have already had FGDs at various levels and have done sound ground work.
The inauguration and formal functioning of MKSP in Mandla was held on 20 April, 02 along with other partners, ASA and PRADAN. This was followed by inauguration of Trainings at Rural Training Centre at Ghughari with second sensitization of CARD staff and para professionals followed by orientation of potential women CRPs. Now the plan is for almost 171 training days at Central (Rural Training Centre), 130 days at Block level trainings and 144 days of field level training. This would be a tremendous task involving a big team and collective effort. We have proposed a model of leveraging funds and staff support from our related projects. All these will therefore have set roles and responsibilities. CARD proposal has not sought any project staff exclusively for the MKSP project; it proposes linking the task with other running projects of CARD using the existing staff. The team therefore, in addition to the Project Officer, consists of the following;

The proposed strategy is that the PLRPs along with external resource persons (Subject Specialists) will orient the Master Trainers PLRP and CLRPs. Both these are on the paid list of CARD (PLRPs are project in-charges and CLRPs are animators), who will subsequently empower the VLRP/ CRPs. The VLRP/CRPs will take this process forward to the communities. The VLRPs are paid token daily fee for the task and that is what differs them from CRPs. Otherwise the larger team of 500 CRPs include VLRPs as well.
For overall coordination and monitoring there will be a high level committee of MKSP to conduct quarterly monitoring, the members are; Dr Vivek Sharma, CF, CARD; Ms Madhura Rawat, General Secretary ; Mr. Suresh Mewara, Regional Coordinator; and Ms Poorwa Dixit, SRO, CARD. Mr. Suresh Mewara, Regional Coordinator will also act as the chief liaison for the MKSP project with the government functionaries at Mandla and Dindori district level.
