CF directs all the activities of the Organization as its Executive Chief. His powers are partially delegated to other key office bearers but still he remains responsible for the affairs of the organization. The key functions / responsibilities include;
Being the founder he is expected to guide the organization in its quest for learning and development, building vision and extending its scope of works. Ensure smooth functioning of the organization by empowering and guiding the other office bearers. Direct all projects and studies from the planning stage to the implementation / withdrawal stage. Develop linkages with National, Bilateral Agencies for furtherance of interests of the organization. Directly guide General Secretary and Treasurer, As an authorized representative sign new contracts and agreements for projects / studies / consultancies of National / Bilateral Projects and Studies, or assign other office Bearers for the purpose.
As the organization is in developing stage, the CF (being the visualizer / perceiver of the organisation) is expected to play active role in setting standards, ethos, values, etc. He is expected to actively participate / oversee in the following:
Help in routine Administrative Functioning by the General Secretary/ Administrative staff., Finalise / oversee all important documents (projects proposals, progress reports, project reports, broachers, etc). Shaping training Centers of CARD by playing lead role in establishing these as Centers of Excellence. Visit / monitor the long term projects of CARD for guidance and infield handholding once in three months depending upon the project priorities. Issue orders / note sheets in high priority areas and in routine activities in the absence of General Secretary (in consultation). Guide GS in appointments and setting terms and conditions of senior level consultants.
As GS of the organisation she is directly responsible for all Administrative Functions of CARD. In addition, as one of the founders she is expected to team with CF in the quest for organisation learning and development, building vision and extending its scope of works. The key functions / responsibilities include;
Head routine Administrative Functioning directly and through other office bearers, Issue orders / note sheets in all administrative matters. Issue appointment letters, increments, promotions, demotions, warnings, and termination letter to CARD staff (regular / project / contractual) in consultation with concerned OICs and seeking approval of the CF. Help CF in appointment and setting terms and conditions of senior level consultants. Watch over all important documents (projects proposals, progress reports, project reports, broachers, etc), Visit / monitor all the projects of CARD for guidance and infield handholding atleast once in six months depending upon the project priorities. Guide the evaluation and monitoring wing of CARD and provide liaison support. Develop and coordinate internal monitoring, learning and evaluation systems of CARD. As Administrative Head perform the role of goodwill ambassador of CARD and help develop/celebrate the annual events of CARD. Directly Guide the relevent team in prepreation of annual report of CARD and it's distribution. Head the "prevention of Harassment committee" and ensure a work environment free of discrimination and sexual harrasment. Alongwith tresurer ensure that the provisions of HR Policies are followed. Help CF / Develop linkages with National, Bilateral Agencies for furtherance of interests of the organization.
In addition she will perform all the tasks and functions as assigned by the CF from time to time.
As head of the Finance and Accounts of the organization, his key functions / responsibilities include;
To maintain all the accounts of the organization and make expenditures as per the sanction / directions of the GS /CF /GC. To maintain all the accounts of CARD in the Nationalised Bank. To prepare / supervise all financial documents / reports / proposals. To guide all the staff of the Accounts Division of all the offices of CARD for proper functioning and to fallow the rules of Account Books. To get the Annual Audit / Project Audit / Regional Field Office Audits in time. As a Co-authorized representative sign contracts and agreements for projects / studies / consultancies. To prepare and submit all statements / documents related to the Income Tax Department. To supervise preparation of Utilisation Certificates, Financial Progress Reports by the concerned officers and its submission as per the time plan. To ensure that all the relevent documents related to the society are duly submitted to the registerar socieites annually. To ensure that the deligation of finacial poweres as discribed under the manual of finacial management of CARD are followed. Alongwith General Secretry ensure that the provisions of HR Policies are followed.Periodically visit / monitor all the projects of CARD for smooth functioning of the financial affairs. Under welfare he will be responsible for coverage of concerned employees under Provident Fund, Gratuity, Group Insurance, Accidental Insurance (if applicable), etc. He will coordinate with Field offices for pursuance of the above.
In addition he will perform all the tasks and functions as assigned by the CF from time to time.
