Piloting the 3 star approach for WASH in 50 Schools District Ambikapur (CG) During 2014-15

Right to Education Act, 2009 recognizes the importance of providing potable drinking water and sanitation facilities for a child friendly learning environment. The Supreme court of India, in this context, directed all states/union territories on 18th October 2011 to construct toilets, particularly for girls in all government schools by the end of November 2011. The response to this directive was significant as in Chhattisgarh the number of schools with girls toilets has gone up from 56 percent in 2011 to 89 percent in 2012-13.

The programme relating to Water Sanitation and Hygiene (WASH) is much wider in concept triggering integrated intervention involving various cross-cutting areas ranging from improving access to water supply and sanitation infrastructure in schools while ensuring operation and maintenance, hygiene education, health education, monitoring, funding and institution building.

In this context UNICEF, NYHO and GIZ have entered into a partnership with a view to support a few countries to roll out the Fit for School approach. India is one of the countries selected for this purpose. The approach focuses on simple and scalable model where by children participate habitually in group hand washing with soap and benefit from biannual deworming in pre and elementary school as part of a comprehensive integrated school health package.

The UNICEF in Chhattisgarh (headquarter being Raipur) has started WASH programme in schools, with particular emphasis on hand wash. In this regard the CARD has been given the responsibility of implementing WASH programme in 50 schools of Ambikapur district spread over in three blocks of Ambikapur, Lakhanpur and Ludra covering 25 villages. The initiative covers entire elementary education from 1st to 8th standard. The programme envisages clean and functional group hand washing units where children wash their hands with soap before mid-day-meal on regular basis, at least for 100 school days in continuity. The initiative is basically aimed at implementing three star approach for WASH in 50 schools under report. The work has been started after 15th July 2014 and completed on 15th April 2015.

  • To orient and support the school Management committees for implementation of 3 star approach so that schools can attain one star status.
  • To train all teachers in basic WASH parameters.
  • To support formation of child cabinet or strengthen the existing ones so that they are able to monitor and sustain the one star status.
  • To monitor the progress of the project through baseline and end line in selected schools. This will help in establishing an evidence and linkage between impacts of the programme. The health record of the school must be considered while recording the impact.
  • Advocacy with District Education Officer and collector for upscaling the project across the district.

Project Supporting the SSA in 4 Districts for Implementation of Swachh Bharat Swachh Vidyalaya Mission in Chhattisgarh

Centre for Advanced Research & Development in also implementing the Swachh Bharat Swachh Vidyalaya project of UNICEF in Chhattisgarh during the year 2016-17.

The basic purpose of the project is to test an innovation support the Sarv Shiksha Abhiyan in Chhattisgarh in roll–out and implementation of the Swacha Bharat Swacha Vidylaya Mission through strengthening school based institutions like child cabinet and SMCs. The intervention will include activities related to creating enabling environment at school level to improve the effectiveness of hygiene behaviour change programs while ensuring sustainability of water and sanitation facilities and take innovative approaches of hygiene promotion, monitoring and documenting the process for scaling up the pilot across the state.

Expected result: The present project has been envisaged to support the Sarv Shiksha Abhiyan in Chhattisgarh in roll-out and implementation of Swachh Bharat Swachh Vidyalaya Mission guidelines of the Government of India Ministry of Human Resource Development. Swachh Bharat Swachh Vidyalaya is the national campaign driving Clean India: Clean Schools. A key feature of the campaign is to ensure that every school in India has a set of functioning and well maintained water, sanitation and hygiene facilities. Water, sanitation and hygiene in schools refers to a combination of technical and human development components that are necessary to produce healthy schools environment and to develop or support appropriate health and hygiene behavior. The technical components include drinking water, hand washing, toilet and soap facility in the school compound for use by children and teachers. The human development components are the activities that promote conditions within the school and the practices of children that help to prevent water, hygiene and sanitation related diseases.

Key Results: The aim will be to cover 4 districts through training of teachers, BRC, CACs so that there is one nodal teacher per school for SBSV in these districts and monitoring visits to 10 schools per district by the team of NGO Partner CARD to monitor the progress the work and review the impact of training to help achieve the following results:-

  • Sanitation - Separate toilets for boys and girls with one unit generally having one toilet (WC) plus 3 urinals.
  • Daily hand washing with soap before mid day meals.
  • Child friendly and sustainable safe drinking water and adequate water for hand washing.
  • Operation and maintenance – All water sanitation and hand washing facilities need to be clean, functional and well maintained.
  • Behavior change activities water, sanitation and hygiene behavior change communication activities should be the daily routine of all children
  • Enhance capacity – Teacher, SMCs and child cabinets.

Supporting The Education Department During The Year 2017-18 In 2 Districts For Implementation Of Swachh Bharat Swachh Vidyalaya Mission In Chhattisgarh (CG) And Follow Up With 4 Districts (Covered During 2016-17)

WASH in school, provides great opportunity to contribute desired hygiene behavior among school going children & ultimately to improved health, attendance, learning performance. For child friendly learning environment, it is critical that every school, has a set of functioning and well-maintained water, sanitation and hygiene facilities. As per ASER 20161 CG 95.6% schools have drinking water facility (functional in 85%), about 95% have toilet facility (78% functional), 86% are with separate toilets for girls (70% functional). UDISE2 2016-17 reflects better picture, but quality concerns are there. As per RTE watch

Usability and functionality of school toilets can be addressed, only through comprehensive approach where teachers, students are made aware about significance of functional WASH facilities, provided responsibilities for ensuring usage, maintenance & cleanliness. Hygiene education, local ownership and adherence to norms, design standards for WASH facilities is critical. Panchayat, School Management Committee (SMC) has a critical role for this purpose & follow up.

This project will also contribute to SDG, Quality Education, Gender Equality and Clean Water and Sanitation.

Latest guideline on Swachh Bharat Swachh Vidyalaya (SBSV), 2014 & Swachh Vidhyalaya Puraskar (SVP), 2016 by MHRD (Gol), provides a clear framework. This project envisaged to support Sarva Shiksha Abhiyan(SSA) in Chhattisgarh in roll-out and implementation of Swachh Bharat Swachh Vidyalaya Mission guidelines of MOHRD.

  • To undertake capacity building of staff of SSA (Teachers and Cluster Academic Coordinators, CACs, BRCs, RTE Mitras) on SBSV as outlined above. (2 new districts)
  • To assist in developing approach for improved performance & developing time bound action plan for addressing key parameters of SBSV/ SVP.
  • To advocate for post training required follow-up at district level (2 new & 4 earlier covered districts)
